The Universal Life Care Planner Certification Board, formerly known as the Certified Nurse Life Care Planner Certification Board, is incorporated as a nonprofit 501(c)6 exemption in the State of New Hampshire. The Board is historically and currently incorporated as its own entity-separate and apart from any/all Associations. The purpose of the Board is to establish and implement psychometrically sound certification and re-certification standards and credentials for the Certified Nurse Life Care Planner (CNLCP®) and Certified Health Professional Care Planner (CHLCP™) professional designations, to process applications for such designations, and to establish the examination process for applicants for said designations.

The policies and procedures adopted by the Universal Life Care Planner Certification Board to construct and review items and examination forms for the CNLCP® and CHLCP™ examinations are consistent with guidelines recommended by the American Educational Research Association, the American Psychological Association, and the National Council on Measurement in Education (AERA, APA, NCME; 2014), as well as other industry standards including: Standards for the Accreditation of Certification Programs (National Commission for Certifying Agencies, 2014) and Conformity assessment — General requirements for bodies operating certification of persons (ISO/IEC 17024).
